Likely, just re-upload the wp-includes folder from a fresh WordPress archive and replace functions.php

Go to http://wordpress.org/download/

Download WP. Unzip the file. You’ll see a WP-includes folder. Use FTP or some file manager app to copy the files up to your server (check with your web host for directions on how to do that). And you’re good 🙂
