Pagination isn't quite right

I’ve seen the complaints but no response. The pagination isn’t quite functioning like a true and correct pagination. If I limit myself to 5 items, what it should do is just show the first category with it’s 5 items and then a “next” or numbered page and then go to the next page where that same category is displayed with its next 5 items. However on how it’s set up, it paginates ALL the categories in a long list and only displays their first 5 items. Then when you hit next, it repeats the page layout and displays the next 5 items under all the categories. This really makes no sense.
