Pages within Pages

do you mean child pages?

you can do that in the admin screen, are you familiar with indicating “Page Parent” in the page editing screen?

after that you need to edit your theme to only list parent pages. if you need editing themes, you’ll need to say what theme you are using. also links to look at pages helps others help you.
