Page titles for individual posts

Hi Everyone,

I was wondering if there is anyway to have an individual post have its own page title, as right now the page title is fixed for any article i put on the blog to just the webplog page title –

Here’s an example – http://www.makemeheal.com/news/

If you go to any article here – the page title remains the same, and doesn’t change to the title of the article – this is very bad for optimization that you can only have a weblog title and cannot have hte page title change dynamically to whatever post you’re on.

is there any plug-in or is the 2.3 version of wordpress addressing this?

Secondly, how come there is no option for adding tags – is that also in 2.3?

Is 2.3 a beta or official release?
