Page Listing in Top Header

I’m designing a site for a customer, and have set the top menu to include only the main section names. For some reason though that I can’t figure out, that menu bar is being bumped down and the word “Pages” appears above it. See: http://www.citypac.org/home/.

Anyone have any suggestions for how to fix it?
