Page Layout – Where do I start?

Sorry this may be a simple one, but I could do with a hint on where to start.

I’m running Responsive Pro and I’m trying to make menu page to guide people to various pricing tables within my site.

What I’m after is a 3×3 picture grid on the page, with a title above each picture and a number of bullet point hyperlinks below each image.
