Can people comment on 'Pages'? If so, what am I doing wrong?

The other thing is, once someone leaves a comment is there away to block them from leaving another?
1 comment and the next time they try to leave a comment a little message pops up and says "sorry, this IP/Email address already left a comment" or something I can edit.
