   New manual install /on new domain server.

   Wondering about:
   http://codex.wordpress.org/Giving_WordPress_Its_Own_Directory

   and if that in any way prevents the ability to have a static front WP page which would be pulling just one post from /news which would be the directory WP is installed in and the 'blog' section of the site?

   And if using ip address for development, would the simple change of blog url from dashboard still be possible?
