Overweight purchase set minimum price

    Hi friends
    Im trying to configure two types of shipping, one for my province and other for the rest of Spain.
    Works well, but if you set an overweight purchase, it sets the minimum rate for shipping
    What im doing wrong?

    This is my rate table
