   When logged-in as administrator, I have no problems with pasting in YouTube embed codes and inputting inline css ala style tag.

   On the other hand, WP strips both of these (the YouTube embed and the opening/closing style tags) on submit for another user who is in the author role.

   Is this is a configuration issue or is it a bug?

   Admins can post anything with HTML, IIRC. Authors are more limited.

   "This feature is by design." I guess :/ You could try one of the various plugins for that.
