   There are various ways to hard-code it (depends if you want a character countdown or not) or you could use a plug-in like this: Greg's Comment Length Limiter

   I tried this plugin but nothing appears as a result below the comment.
   I do not know why. Is there any other good plugin? And yes, I would like character countdown...

   I don't have time to research further for you right now, but do search in the plug-in repository for relevant keywords (comment, character count, limit, etc.) and hopefully you'll find something else.
