Not showing 'Update' on plugin page (Admin)

I just noticed that I am not getting update notices (the yellow band) in the plugin section of admin. It seems to be for at least a few releases now, as I am a few revs behind.
Is this happening universally, or is it just me?
If it is just me, what are the steps to manually update the plugin.
