   So, i went to my config file and put define(‘WP_ALLOW_MULTISITE’, true); to allow multiblog support, however, under the tools tab i don't see a network button. can someone explain this to me. I followed the documentation.

   you're not using bitnami are you? that fails to work

   Where in the config file? If you put it at the bottom, that's too far down.

   And also... look at what you pasted. you have the wrong quotes. If you're copy/pasting in Windows it can turn them into curly quotes. You want straight up and down single ones.
