    keeps popping up on every page every time even though clicked like or closed it. stupid plugin

    You should set the show once every x days option. This makes sure that if a users doesnt delete his or her cookies the box will show only once every specified amount of days (after closing it). The other option you mentioned is not part of the feature set of the free version.
