I just installed User Role Editor on my S2Member system but none of the features are appearing. I believe that I have done something wrong because I cannot install new plugins either – I seem to be set at a lower function even though I am the Super Admin.

If you are the SuperAdmin, I suppose that you have WP in multi-site configuration. For the mulitsite WP you can find User Role Editor not at the Network Center, but under Users menu of every blog, for which you installed URE plugin.
