I have WP installed and all.I just need to know how to make changes without those actually actually getting published on the website. I have a tiny bit of experience with Dreamweaver and remember something about Remote vs. Local View.. Same thing with WP? Heeeelp?

Themes and plugins take effect immediately. The best thing to do for those is to set up a test site, either on your PC (Linux, Mac or Windows) or on a cheap hosting service. This way you can test things out before they go live.
Links can be set to private so only you can see them. I never use private links but I think they are only visible in the admin pages.
