Can you tell us what version of WordPress you are running and what site you tried to use Nominate This on?
My site is standupcomedynyc.com with WordPress 3.9.2
Have you checked with your host? It was a modsecurity rule that had to be whitelisted for a recent Hostgater user – http://wordpress.org/support/topic/nominate-not-working-1?replies=3
After trying many rss feeders, this one is the best so far for what I need it for. But have a problem. The Nominate This bookmarklet returns error (ERROR 403- FORBIDDEN)on WordPress 4.x (and perhaps on other versions too). I have read many forums and it says it’s to do with my host but the host is not responding as needed. Once he did something and it worked but then again stopped. The other bookmarklet Press This also returns the same error so I understand it’s not really about PressForward but wondering if someone has any suggestion. My host is Hostgator but I have purchased the hosting through a reseller / franchisee so looks like Hostgator can’t help much. Am anyway trying to get in touch with the host but… meanwhile, Any suggestion? Thanks.

If you are getting that error, the file that is being hit to generate Nominate This (and Press This) isn’t assigned the right permissions.
Can you alter the permissions on your files? If so, try turning the specific files at issue to 755.
