   Not sure when this crept in, but I just applied the 2.2.10 update (to get rid of the extraneous error_log 'foreach' warnings introduced in 2.2.9), and now I do not see a 'Save' button in the Bad Behavior settings panel.

   FYI - I do see an 'Update' button on the Settings->Bad Behavior Whitelist panel.

   Update: This was a Chrome-specific issue related to an Addon I was using. I'm marking this resolved.
