No post editor tool bar nor Visual tab

the post editor toolbar doesn’t display nor the visual tab
i’ve desactivated all the plugins per the thread below but it still does not work

i’ve got a couple of questions related to the thread above :
– I’ve done a full website back-up, does that work instead of backing-up only the wp-config.php file? if not, how do i proceed to find and back up the file?
– Where/how do i access the wp-config.php file to edit it ?
