   Hello,
   For some reason, my blog does not even have a plugin tab on the menu.So basically I can't upload any plugins and put them to use.

   Since upgrading to 2.8.1 I not only don't have the plugin tab, but I don't have any of the admin menus (eg. settings, options etc.) either!
