No PHP formatting

Hello,
I just installed WP2.7.1 for the 3tird time. My first 2 installs were perfect i.e. they are running on two other servers on http port 80 with no problems.

For reasons (IIS is running on the server) this third instance must be run on http port 8080. I did the install the same. The phpMyadmin is fine. I backed up the WP database and performed the edits in the http.conf,(lListen 8080; ServerName wcc-webserver-2:8080 and IP:8080), wp_options table – siteurl field and home field i.e. (wcc-webserver-2:8080)

the first issue is that the urls below (with name or IP) take me to the site but there is no php encoding, the pages are in text. Second, logging on to the admin page results in “IE page cannot be displayed”. On the blog page clicking on any of the links gives the same result.

http://localhost:8080/blog/ – takes me to the blog page
http://wcc-webserver-2:8080/blog/ – takes me to the blog page
http://wcc-webserver-2:8080/blog/wp-login.php?loggedout=true – takes me to the admin login page
