When ever I try, or a guest logged in or not don't see the comment box. I am using a custom theme but even with the default theme there is no comment box. They can comment on my different pages but not on my blogs. I have the following options selected.
Even when I don't have users must be logged in there is still no box. Any help is appreciated.

Whats your blog's address?
It's going to be tough to troubleshoot if you require logins to comment. Might want to turn that off until you get the problem solved.

I just turned that off.
Your permalinks seem to be hosed up. Try Step 10.
