Seems like this plugin is no longer working on WP 3.2.1.
Saving settings only boots you back to a WP login screen.
Author updated it recently, hoping to see a fix.

Yep, I'm having the same problems. Also, it is no longer Tweeting the title of the blog post along with the link. Only the short link gets Tweeted.
