No Follower Settings

Hello,
I recently set up a WordPress site, and would like to offer the option of following through e-mails (i.e. receiving e-mail notifications when I put up a new post). I don’t see this option in my Reading Settings – it goes from “For each article in a feed, show”…. to “encoding for pages and feeds”. I also don’t have a “Follow” button on the bottom of my page. Help please! Thank you!
