What size image are you uploading (pixel size) – are you sure it’s bigger then the default max size or max sizes you set?
Also is the plugin activated correctly? Dumb question but one that needs asked.
The plugin hooks into a WordPress core function and uses pretty basic PHP stuff so there shouldn’t be any issues there.

Oh, also I notice you mention no change in ‘image size’ – do you mean pixel dimensions or file size? If the image you’re uploading isn’t larger than the defined max sizes in the plugin settings, then no action will take place and so the image on the server will be exactly the same as what was uploaded.

Ah ok. This plugin’s primary function is to reduce the dimensions of an image to within a defined maximum – it won’t touch images that are smaller than this defined sizes, and therefore is why you’re seeing the filesize being preserved.
This is actually preferable behaviour as if trying to compress your files (i.e. make the file size smaller), it would be much better to do this in something like Photoshop so that you can see the output quality without overwriting the original.
