like the 'public subscribers' list page design, the same bulk action capabilities would be great on the 'registered subscribers' tab/page as well, aka, add a checkbox column and header/footer 'bulk actions' drop down list.

It's not there by design as there are no rational bulk actions that can be applied to Registered Subscribers through a simple checkbox interface.
I believe that I can offer a legitimate reason for the feature . . . I've been getting spammed with new user accounts from a proxy in China that is automatically creating 'registered subscribers' . . . so deleting them 'en masse' is the desire here. Any suggestions?

Since these are Registered Accounts they can be bulk deleted within WordPress already at Users->All Users. You might also want to consider using a plugin that combats Registration spam sign ups, maybe this one:

Or maybe even deactivate the ability for anyone to Register in Settings -> General where it says "Membership".
