   After running the automatic upgrade, I can no longer access my dashboard or the site front end. Here's what I get everywhere:

   Fatal error: Cannot redeclare comment_form() (previously declared in /home/belinda883/bubblesinthethinktank.com/wp-includes/comment-template.php:1484) in /home/belinda883/bubblesinthethinktank.com/wp-content/plugins/draw-comments/draw_comments.php on line 178

   Any guidance on how to fix this would be much appreciated.

   That error message seems to indicate there is an issue with the "draw comments" plugin. You should manually remove it from your wp-content/plugins folder and see if that allows you to access your site and dashboard.
