    First off. I cannot count how many WP installs I have done (just this year alone). I cannot count how many WP upgrades I have done either. Also, I have scoured the internet for a solution to this issue, and have only found issues that pertain to a theme or plugin issue during an upgrade.

    **I WANT TO MAKE IT VERY CLEAR THAT THIS ISSUE IS FROM A FRESH WORDPRESS INSTALLATION ON A BRAND NEW DOMAIN**

    **THIS IS NOT AN UPGRADE ISSUE, THEME ISSSUE OR PLUGIN ISSUE**

    HERE IS THE ISSUE. I did a fresh install on a new domain and when i went in to log into the wp-admin with the admin account, I got this error:

    You do not have sufficient permissions to access this page.

    Now, ironically enough, I got this error a couple of times doing some wordpress installations for website migrations over to my new server last week. Talking to some tech’s, they told me to uninstall wordpress and do another clean install. The notified me that sometimes wp and mySQL don’t setup the tables 100% properly. When these issues happened before, I would simply uninstall wordpress and do a fresh install and everything would work.

    With this new domain, however, I have done about 20 Install/Uninstalls over the last 12 hours and am starting to get extremely frustrated.

    Does anyone have any ideas as to how to correct this matter?

    ON A SIDE NOTE: I HAVE SEARCHED THROUGH COUNTLESS FORUM POSTINGS ABOUT THIS BUT THEY ALL SEEM TO BE RELEVANT TO AN UPDATE WHERE A PLUGIN WAS THE ISSUE. THIS IS NOT AN UPDATE. ZERO PLUGINS OR THEMES (except the ones that come with WP)

    HERE IS WHAT WORKED UP UNTIL YESTERDAY FOR ME:

    I had the same problem doing a wordpress install with Plesk 8.3.0. I solved it by:

    1. Deleting wordpress installation (which deleted the db) via the Plesk Control Panel

    2. Adding a new database in the Plesk control panel (don’t forget to add a user for this db)

    3. Downloaded the latest wordpress from this very site, and ran the 5 minute installation.

    This took me less time than trying to comb through forums on both my host’s site and wordpress. And, I have a more current version of wp.

    Rotten Elf, I’m sure glad I found your post, especially before I installed/uninstalled 20 times.

    I did the manual installation via cPanel, as suggested in the thread you referenced here http://wordpress.org/support/topic/you-do-not-have-sufficient-permissions-to-access-this-page-3?replies=9

    *So far* everything is working fine.

    Something to note, which may or may not have anything to do with it:
    As I was creating the new database and database user through cpanel, I found a leftover user from previous installs. It had no associated database, but there it was floating around by itself. I deleted this fugitive user, and created a brand new one, associating the new user with the new database. Could this leftover user have been the culprit??
