   I am new to wordpress and I have a theme that I made exactly how I like it... but if I were to switch to another theme but then decide I don't like that new theme will my old theme still have the same changes I made when I originally used it?

   switching themes has no affcect on the theme code

   switching themes doesnt alter your content, just how its displayed

   Yes , your old theme will have the same changes you made when you originally used it.

   even if you moved code around to put things how you wanted or deleted part of the theme?

   Yes, the theme files will remain the same.
