New To WordPress. No Plugin Option

    Dear Friends I Started A New Blog http://www.smileq8.com But In My WordPress Dashboard Thr is no plugin Option. I Search On Google But get nothing. I Read Somewhr that it can be done with ftp but i don’t have ftp username or password. what i can do please help i need plugins. thanks a lot any help will be appreciated.
