I can't even get a connection to the install.php page. I keep getting "The page cannot be found". I have specified the correct peramiters in the wp-config.php, and I have checked and rechecked my syntax in the address bar, and I have tried uploading it into the root directory (which is where I want it) and it's own directory. What gives? Why won't my host recognize that I've uploaded WordPress?

I'm using go daddy with windows, I am using a standard hosting plan.

You must have a GoDaddy account which has "php" activated. For instance PHP is available with the Economy Linux account...but not Economy Windows.

Are you using PAID or FREE GoDaddy hosting?
Be sure to select the Linux server option.
