I had a similar issue with my home installation. When I visit the site locally on the web server, everything looks fine, but when I visit the site remotely the css was not being applied. Found that I had to change the site address under Settings -> General from localhost to the IP address of the web server. Hope this helps.

Are you sure that’s the correct URL? I can’t seem to access the site at all.
Try this out,
1)re-downloaded the wordpress directly onto the server
2) re-copy and paste the CSS folder in the wp-admin folder to the current installation already on the local server
3) Voila. Problem solved.
Don;t ask me why the previous version didnt have a CSS folder, could have been a network problem.
To verify that this indeed is your problem, go to the install.php (or the page you’re stuck at without css) and do the following :
1) Right-click > view page properties
2) You should see that the css style sheet being called belongs to a file that is not present (/wp-admin/css/wp-admin.css or something similar)

My mistake, I misspelled the url. It’s http://www.plrapalooza.com. Hopefully you can look at it now. It’s a one-click install through Hostgator.

I visited the site. The CSS is being applied for the Twenty Fourteen Theme. What do you see when you visit the site?
Yeah that’s the Twenty Fourteen Theme.
If you cannot see that try clearing your cache on the browser you are using.
Or do you have no style when you login to the admin?
I’ve cleared the cache but no difference. Yes, all along there has been no style on the admin and none on the site.
I currently see Genesis theme, with some modifications.
Do you use any caching plugin?
W3 Total cache was giving me trouble while clearing cache on one of my wp installs. I had to keep it disabled for a while to fix it.
Try disabling your super-cache plugin and check if the CSS is getting applied.
I’m still not sure what the problem was, but it’s working now. I installed the Genesis theme and everything seems to be fine. Thanks to all of you for helping me!
