Should WP ever attempt to access Files in /, rather than in the blog root or site root?

No plugins or themes are installed beyond the default installation. No code modifications.

Have WordPress address (URL) set as http://www.mydomain.com/wordpress3
and Site address (URL) set as http://www.mydomain.com/blog3

Same setup as before. Won't update WordPress.
Store uploads in this folder: [empty]
Full URL path to files: [empty]
Organize my uploads into month- and year-based folders: [not checked] (tried again with this checked, got same message)
