Network admin redirect loop problem with IP addressed site

Hi,
My testing environment uses IP addresses instead of domains.
My main site is at: http://23.23.177.149
My test site is at: http://23.23.177.149/test
I get a redirect loop when accessing the admin page: http://23.23.177.149/test/wp-admin/I have added the boilerplate .htaccess but it still does not work. Any suggestions?
