   I have a client that has a site designed in 3.0.4. I need to get into the site, but the only download I find is 3.1. (I don't currently have WordPress installed on my computer.) Can I make simple changes (changing page <title>) without upgrading the site? Or can I get into the site online without a download? Have very limited experience in WordPress but am proficient in CSS/HTML.

   sure - just edit the page or post in the wordpress dashboard

   yea use http://siteurl.com/wp-admin
   of course, you need the user name/password

   Just to clarify, you don't need to have WordPress installed on your computer to access the admin of a website running on WordPress.

   WordPress runs on the website's server and acts as an administrative back end to your website not dependent on any other client side software other than a browser and the username and password. (Unlike Dreamweaver, Frontpage, etc).
