Need help thinking and pointing direction

Hi
We decided to use WordPress at our school.
But we need some help to figure out how to install it in best way to fit our needs.
We want wordpress as “front page” – http://www.domain.se with some static information and maybe some updates from other pages at our domain.
then we need som couple of blogs. Our librarian want, some theachers to their classes. In some classes even the kids will be alllowed to publish, BUT then some adult need to approve their posts. It´s very important.
Were do I start?
Am I going to put WordPress in the root of http://www.domain.se….and build from there? Is it possible to build a front page with some pages and blogs?
And then create blogs likehttp://www.domain.se/library
http://www.domain.se/music
http://www.domain.se/class5
http://www.domain.se/class6and each blog will have different users?
