I am new to WordPress but based on what I've read so far, I'm sure it would suit my needs. I now need some technical help here. I'm looking to create a site that has a blog section (using Wordpres). However, I'd like to do other things with the site, tabs, drop downs, and most importantly, a form that'd allow me to provide rating and feedback on certain areas of my site. With this need, I suppose I will need hosting rather than the free WordPress? If yes, is this kind of form I described considered a plugin and possible using WordPress?

Yes. I'm fairly sure that there is no contact form option in a free wordpress.com blog. And, obviously, you cannot install any plugins in a wordpress.com site.
is this kind of form I described considered a plugin and possible using WordPress?
Yes. I'd recommend using Contact Form 7 if you want to be able to use different, customisable, contact forms across the site.
