   Can someone dumb it down for me? this link did not help me at all

   When I clicked appearance->widgets that subscription icon did not appear
   I've spent hours on different sites trying tofigure this out. I am so frustrated. HELP!
   I am on bluehost

   That widget is for wordpress.com users not wordpress.org(self hosted).
