Yes! Search. Read. Eventually, you may even try to click on the APIKey link in your own admin > Plugins page... it would make wonders :)
Dear seattlebartender,
I have had the same problem as you and I have managed to solve it. In addition to setting up your blog on your server, where you provided a lot of personal information and other details for your profile, you have to register with http://www.wordpress.org. This is a totally separate registration, from what you did in setting up your account. I just completed this process and welcome email was sent with my wordpress.com API.
I know it's been six months but I hope this helps.

Small correction (and please see your other post that I answered)
You register with wordpress.COM to get the key. wordpress.org (these forums) has no keys.
How long does it take to get a key? I've registered accordingly but still can't find the key......
Login to your wordpress.COM (yes, .com not here at .org!) account.
Go to Your Profile. There's the key.
