Need a newsletter that supports placing ads in the newsletters

I’m looking for for a newsletter plugin that will allow placement of ads in the newsletters. I tried a couple of newsletters so far but some fo them seemed to prevent you from including ads “To keep you from being listed as a spammer”

I saw a youtube video of a banner rotator that could be tied to a newsletter so you could place ads from your banners right into the newsletters. However, it was not clear as to which banner rotator and which newletter plugin was used.

Ideally, I am looking for

1. Reasonably priced
2. The ability to integrate banner ads with newsletters
