How do I put names/descriptions under my images and make them visible online?

I am new and also would like to know if this is possible.
Also I can't really get the picture tagging to work. They show up but don't link to the images.
What I am looking for is a widget that filters images from various galleries on image tags. i.e. you have two galleries one with images from Russia, one from Spain and you would like to have the option to view all the portraits of people from Spain and Russia (so a selection from both galleries) if possible in a gallery / light box view.
