Hello,
In regards to MySQL version, which one is needed to make WP 2.1 run in an optimum environment? Is there a known official position for the above by the WP creators/documents. In addition, what else is needed on the web host server to make WP 2.1 optimum? I am not an expert on the above, but I could at least research my web host for the above. Any suggestions of web host companies who can offer optimum environment for WP? I would like to determine if my current web host versions is outdated and possibly the cause of my WP 2.1 migration issues.

IIRC, the known offical position of staff is to make is as widely usable as possible and support older versions of MySQL. The 2.0.x line still supported the MySQL 3.x servers although I note that WP 2.1 is listed as being at least MySQL 4.2.
Also getting teh best prefornance out of MySQL, is more related to how you have it setup, not just teh version number. You can get a lot more out of it usually with a few changes within the my.cnf file.

Where do I find the minimum requirements documentation for WP 2.1? What is the consequence if my server does not meet WP 2.1 requirements?

If your server does n't meet the requirements - do not install 2.1. That simple.
