Subfolders are the same thing as subdirectories.
Subdomains are not.

Okay, so you’re using subfolders (aka subdirectories) wherein themes are not being applied to the sub-sites.
Problems
1) That URL is invalid (there’s no such thing as blog.com/wp-admin/?c=1 so that’s why you’re getting a 404 (the URL should be blog.com/wp-admin or blog.com/folder/wp-admin )
2) No themes showing up.

Seriously, that’s it, 90% of the time. If you haven’t done that, stop posting, go do it, and THEN come back and tell us how it worked. You need to make sure mod_rewrite is working, you need to make sure your .htaccess is being read (which I think it is) AND you need to make sure your .htaccess is correct.
