Have tried to split it so it does not time you out
    Partial import

Allow the interruption of an import in case the script detects it is close to the PHP timeout limit. This might be good way to import large files, however it can break transactions.
Number of records (queries) to skip from start

thank i see some other services support large files

  6. If you can use phpmyadmin locally or on the old server, optimize the database, and also delete post/page revisions to shrink it. Run as SQL query in phpmyadmin to delete post/page revisions:

    `DELETE a,b,c
    FROM wp_posts a
    LEFT JOIN wp_term_relationships b ON (a.ID = b.object_id)
    LEFT JOIN wp_postmeta c ON (a.ID = c.post_id)
    WHERE a.post_type = 'revision'

I tried this command and got this error:

#1064 - You have an error in your SQL syntax; check the manual that corresponds to your MySQL server version for the right syntax to use near '`DELETE a,b,c FROM wp_posts a LEFT JOIN wp_term_relationships b ON (a.ID = b.o' at line 1

Personally I would not even use PhpMyAdmin spilt feature. I would advice you use BigDump - http://www.ozerov.de/bigdump.php
