   Either the Connectivity between your web server and dB server is missing.
   Or Database Overloaded [ Most common issue on shared hosting -- poorly configured / Overcrowded ]

   PING DB SERVER > IF LIVE > try Login from phpmyadmin
   If You are able to login from phpmyadmin.

   All you need to focus on wp > Check DB Configuration
