Delete wp-admin and upload it again from a fresh copy of wordpress (from http://wordpress.org/download/ )

When WordPress breaks, it’s usually due to a plugin, as most hosting providers try to have a WP friendly system, so, I’m thinking you have a nasty back-end plugin causing this issue.
Are you running any plugins that might be contributing to this? If you suspect that’s the case, deactivate each plugin until you find the one that’s causing the trouble.

its just the latest wordpress install then follow the instructions to set up multisite which all seems to work apart from this one thing

Can you check in a second browser? You could be caching something weird.
ive just tried it on another computer but still the same problem

Normally that happens with issues with your .htaccess… What’s in yours?

That’s correct. Check your httpd.conf on the server, see if AllowOverride is set to All.
