Multiple dashboard options suddenly missing

    For my site popularecigarettes.com suddenly half my dashboard seems to have disappeared and I don’t know why. I tried doing a manual update to wordpress 3.9 hoping it would fix the problem but it hasn’t. I tried reinstalling the theme and that didn’t fix it either. In the dashboard the Appearance> Widgets is missing, I cant install or delete plugins, The entire theme options are missing. The update options are missing. Can someone please give me any insight on how to fix this it would be very appreciated.

    Try:
    – switching to the default theme by renaming your current theme’s folder inside wp-content/themes and adding “-old” to the end of the folder name using FTP or whatever file management application your host provides.

    – resetting the plugins folder by FTP or phpMyAdmin.

    – re-uploading all files & folders – except the wp-content folder and the wp-config.php & root .htaccess files – from a fresh download of WordPress. Make sure that you delete the old copies of files & folder before uploading the new ones.

    – running the upgrade manually via wp-admin/upgrade.php
