I don't know what they're called, but I've noticed on a few sites, there are sort of 'tabs' at the top of the page where anbother blog can be accessed. It seems to be part of the same wordpress installation. I'd like to create one of there 'pages' so I can create a version of my blog in German.
Does anyone know what they're called or how I'd go about doing it?

Somebody must know what I mean, the tab sort of things at the top of some blogs.
i think it's solved using categories.
when there are 4 people posting on one site, and each of these people has "his own" blog, each of these people has his own category, and the links to the blogs are defined to display only the category of that person.
you could create a "german" and "english" category, then create a link where you display all posts from the "german" cat and one link where only the "english" posts are shown.
and THEN you can set different styles/templates for each category.
how? i don't know. but that's basically what i would do in your situation.
