multilingual plugin

I’m looking for a plugin that will allow me to translate the content on my WordPress site into both English and Chinese.

Which plugin is best for this?

Ideally, I just want to create a splash page whereby the visitor clicks on the English or Chinese Version to enter the website that is built on WordPress CMS.
