Fresh install, no additional plugins, using the twenty-ten theme.
The standard multi-level menu functionality (as described on the codex at http://codex.wordpress.org/WordPress_Menu_User_Guide)
simply does not work.
All the menu items are placed on the main level regardless of where I drag them.
Is there something I need to install to get it to work? Where to start looking? I’m running on a GoDaddy hosing account, fwiw.

try to drag the submenu pages to the right

That I have done. Followed all instructions on the codex. Getting nothing, just a flat one-level menu.
i had not selected the nav menu. (it was blank). finally selected the menu and its working. onwards…thanks jlapitan.
